MY I5-POINTS BLUEPRINT AGENDA FOR OYO STATE AS AN ASPIRING GOVERNOR IN 2019......UNEDITED.
1. Decentralization Of State Power And Working Hand In Hand With Anti-graft Agency To Ensure Due Process Is Followed.
I understand that this can't be unilaterally achieved and so, I'm going
to be working hand in hand with the other arms of government
(legislative and judiciary) peacefully and or contrary to peace to
achieve this.
A careful look at governance in oyo state, it is glaring that the state power is over concentrated in Ibadan despite having other four zones of ibarapa, oke ogun, ogbomoso and oyo.
Once the plan is pushed to the state assembly and dream come to reality, the plan to make state power to be inclusive to all zones and participatory is to set up bureau of public corporation that will be headed by a director general with assistant director general working in each zones and reporting based on ministries to commissioners and the commissioner reporting directly to the governor.
Every zones must have a miniature of the seat of power in them more like regional government wherein resources of each zones would be judiciously harnessed for such zone to ensure even development without necessarily depending on the central power in Ibadan.
With this, I believe we would have been able to establish trust for state growth, development and good governance within our people thereby, leading to an opportunity to expand the financial base of the state through tax giving room to an expanded pool of funds to embark on meaningful project.
This is most achievable through an inclusive government and robust political participation devoid of rancor.
2. Adequate Security Of Life And Property And Respecter Of Fundamental Human Rights Of People Of Oyo State To Life And Freedom Of Association.
The key factor here is community policing through a joint security synergy between the Nigerian police, other security operatives of the state and local vigilante group.
Timely and appropriate reporting. All these would be managed under the state security trust fund which many indigenes of our state will have willing contribution to the pull of fund through availability of drop boxes at eatery, shopping malls, filling stations and other private and public institution which would lead to increase budgetary plans on security of life of our people.
Under this fund management, the state would make provision for free legal service whilst ensuring to improve on the state legal education. Many in our state do not understand that going to court isn't going to prison and as such many are afraid of defending their right. Many don't even have the financial wherewithal to fund legal matter. The few that understand the legal framework use it to their advantage even to intimidate other citizen of the state.
Threat to human person in any form is an attribute of insecurity either by security operatives like harassment even by fellow citizens, politicians and any other person's of influence. In a nutshell, every person in oyo state must walk and talk with confidence.
Other forms of insecurity like kidnapping, ritualism, family threat and intimidation, institutional threat, armed robbery, murder and unlawful killings would be appropriately dealt with through the state security trust funds pool of fund.
We will create a sound feedback mechanism to curtail and check insecurity totally by ensuring an inclusive government.
3. Improved Healthcare System
Health they say is wealth and on this note i want to submit that a lot of activities make or mar our health status such as the food we eat, the water we drink, the environment we live in, the home we live, the relationship we keep, the road we drive through, how we take care of our body aside administration of drug when the body start collapsing and or exercise. Most of us think that improved healthcare system has to do with putting up a magnificent structure as hospital or going to hospital for medical checkup are the only way to improve health but not all. When we talk about health, municipal needs should be the key thing to be appropriately positioned so that our people don’t fall sick e.g. Good roads, clean and portable water supply, habitable homes and clean environment, appropriate waste disposal system, stringent law on burning of waste and many more. Generally, improved healthcare system is intertwined with so many objectives but for the sake of making it exclusive to itself, we will ensure the following
i. Ensure the establishment of state of the heart state hospital in all five zones of Oyo State.
ii. Increase the number of state teaching hospitals attached to oyo state institutions of higher learnings
iii. Ensure that all local government in the state have a standard primary healthcare centers
iv. Adequate and appropriate availability of drugs and other medical apparatus in all healthcare centers statewide to improve the handling of emergency situation
v. Ensure that every healthcare centres have an emergency unit operating 24/7
vi. Ensure synergy between public and private health related institution to boost health management exchange and knowledge thereby curtailing unwarranted unexpected situations beyond the control of either the private or public health managers or institutions
vii. Increase the state health budget and create health awareness among our people.
4. Quality And Standard Education For All At Affordable Fee.
Let me start by saying education can never be totally free but could be made affordable but not to all level. Most importantly, is that, we will provide qualitative and standard education putting into consideration 26% budgetary allocation as expected according to global standard without compromise or gamble. We will instill discipline in every facet of the life of our children, putting the state welfare and correction home back to life. Education of our children is nonnegotiable and parental scolding would be inculcated by our government over any children that want to prove to be deviant through legal means. Education is our priority and the greatest asset we will leave behind for our people.
Our government will assure 100% free education at pre-nursery, Nursery and primary education. Payment for studies would start from secondary school to higher institutions. There will be no room for deviancy!!
We will ensure the following to improve the quality of education in Oyo State ;
I. Invest heavily in training, retraining and re-certification of our teachers
II.We will invest heavily in research
III.We will invest heavily in Information technology and especially, all our schools must have global presence online. Online,real time!
IV. We will invest heavily on upgrading all learning facilities in all the zones within the state
V. We will reconstruct all school buildings to global standard and ensure teacher student ratio of 1:30 in a class statewide
VI. We will strengthen relation with sister state on institutions we have stakes together like LAUTECH.
VI. We will strengthen students leadership in all the higher institutions in Oyo State by giving opportunity to students leaders to participate actively in political affairs of the state
VIII.We will also invest heavily on technical and health education through vocational training to boost competency in our labour force and have an economy that is entrepreneural driven.
IX. We will inspire reading culture by constructing state libarary in all zones within the state and encourage our local government administrators to do likewise in the grassroot to boost primary education
X. We will ensure our education ministry is up and doing and on its toes for proper monitoring and evaluation of educationally related projects whilst being time conscious.
5. Provision of Power And Energy
Without energy, industry cannot grow and any nation without adequate power supply will continue to crawl and struggle to meet up with developmental trend. If there is adequate production, transmission and distribution of power and energy there would be a speedy drive to national growth and development.
Achieving adequate and stable power supply in Oyo state is possible if the government in the state can start thinking towards independent power supply. Even though we understand that by the law of the land in Nigeria, every independent power generating initiative has to be linked to the national grid but there are instances in the private sectors wherein power is independently generated and supplied without any connection to national grid. Such situation is in Redemption camp ground along lagos Ibadan Express way and Convenant University in Canaan Land. Information also has it that the British American Tobacco here in Ibadan also generate its power independently. If as a state government, we are constraint by the constitution not to embark on independent power generation and distribution, we could embark on private public partnership initiative wherein an aspiring private investors would embark on such project in the state and financial burden equally share between the government and the private establishment.
Another approach to this is to keep to the law of connecting our power generation and distribution plan with the nation grid whilst ensuring that investment into other means of power generation is embraced like biomass/Bio-energy and solar power generation. Oyo state as a whole record a massive waste generation every day due to its population size and most of the waste are not actually recycled but disposed off to waste site. We could invest heavily into bioenergy and or biomass. Part of bioenergy for power generation is also the use of human faeces in the generation of energy. The solar system approach though has always being in existence mostly in the private sector but it could be massively invested into by the state government. In between, the popular hydro-energy is still also achievable if the state can expand its available dam through massive drainage channelization statewide.
6. Improved Agricultural Sector through Adequate Training, Research, Mechanization And Local Content Utilization
Agriculture is the biggest employer of labour. With agriculture, our state through adequate training of personnel and farmers, adequate research, encouragement of mechanized agriculture, there is bound to be an increase in employment rate in the state,increased in food production and reduction in hunger and starvation. Agriculture is the only means through which rural urban migration can be discouraged and an exchange between rural and urban environment is encouraged. Let me quickly mention that agriculture should be practically driven and not theoretical. This as to be in-line with the back to the land initiative in the early 70s when every person in Nigeria is encouraged and advised to participate in agriculture through various government programs and plans but due to inconsistencies in government policies and plans, most of these plans and programs had been jettisoned. How do we go about this?
1. We need to invest heavily in the provision of agricultural inputs and implement to farmer whilst ensuring that there is financial empowerment program in place with a well-established monitoring and evaluation team on ground
2. Government need to seriously go to the grassroots through the various local government and relate directly with the rural farmers in order to really know the problem they are facing
3. Government need to look inward into factors like land grabbing, fraud, community clashes that have become a gross reason behind discouragement of private investment into agriculture.
4. The agricultural programs has to be more practical than theoretical in order to expand agriculture
5. The road networks in our farmsteads have to be graded and reconnected
6. Based on my experience as a farmer, government need to reintroduce the commodity boards in order to guide against waste, post harvest losses and to expand the GDP of the state through agriculture thereby improving the revenue of the state in the long run.
7. Through various agricultural institutions in oyo state, more research has to be embarked upon.
In four years, we should be able to turn Oyo state into a multibillion dollar state in oil palm production and processing alone aside other crops,livestock and other resources within the state.
7. Industrialization
Industialization is connected to availability of adequate power supply and raw material. With an expanded power production, distribution and transmission system in place in a state like our couple with improved agricultural system that allows for readily availability of raw material, automatically, our industries would grow. There is no industry that does not make used of agricultural raw material in Nigeria.
Once we improve upon our agricultural system, we would automatically have discouraged importation of raw material since they are in abundance in our state. This will go a long way affecting positively, the revenue of the state and thereby encouraging industrial growth and development as more investors would be interested in establishing industries in our state.
8. Infrastructural Development and State Owned Natural Resource Utilization
Our state infrastructure are the basic physical and organizational structures and facilities e.g. buildings, roads, power supplies, needed for the operation of a society or enterprise. We will ensure all major roads connecting our state with other states in south west Nigeria are reconstructed and expanded to boost commercial activities. As we are building industries, expanding our power and energy system and or constructing good roads, we need to ensure their sustainability for the benefit of generation yet unborn. Therefore, as a government, we must ensure that we do not embark on white elephant project. By making available every infrastructures, this is tantamount to infrastructural growth and by ensuring that this infrastructures better the life of our people even those that have not being born, this is infrastructural development and sustainability.
State own natural resources utilization has to do with meticulous utilization of raw material within the state for the betterment of our people. With massive vegetative cover in oyo state, we are good to go in cultivating all our agricultural needs without having to involve in exportation. Oyo state is also blessed with rocks and the state could go into quarry business to boost industrial growth. Our industries should be raw material based according to the areas and zones of availability within the state.
9. Encouragement of Sporting Activities and Adequate Financing.
Sport as we all is the major unifying factor in Nigeria. We will give an encouraging support to sports development down to the grass roots through adequate funding and improved budgetry allocation. We will ensure that our major sporting facilities are improved upon like the Adamasingba stadium and the Liberty stadium ,making sure they are in a condition worthy enough for our state. We will ensure that our major sport club, 3sc football club is adequately financed and all issues of concerns put into consideration to ensure a robust football season and a peaceful sports ministry.
10. Housing and Urbanization
As a government, we will embark on massive urbanization drive whilst ensuring that our historical sites and location are not overridden in order to keep history of our state intact. We will embark on low cost housing construction for our people at a reduced rate that would be easily accessible to low income earners in the private sector of our state.
11. Mortgage System.
This housing system would be strictly for all civil servant in Oyo state. We will build houses that our civil servants can purchase and pay over a long period of time as they are earning and still working with the state.
12. Drainage Channelization Statewide To Reduce Erosion and Flooding.
This will be a project that would be embarked upon by all local government chairmen of the state alongside the state government. This has to do with all linkage drainages passing through every local government within the state and connecting Major River. Once these drainages are well guarded with concretized wall, their courses won’t lead to flooding during heavy down pour and this will also be an added advantage to the various Dams within the state.
13. Adequate and Proper Transportation System
We will improve upon the existing transportation system of the state to ease the movement of our people. By making provision light rails, mass transit buses whilst ensuring that our roads are not in deplorable condition, our transportation system would be worth it. Another area we will be considering is air transportation since Oyo state has an existing Airport. As a government, we will look into making it commercialize in order to add to the revenue of the state.
14. Assured Natural Resources Renew-Ability And Sustainability Through Protection Of Natural Parks, Game Reserves, Planting Of Important Trees And Plants To Improve Recreation And Aesthetic Value Of Our Environment And Tourism.
This aspect would be greatly looked into in terms of tourism plan to improve the revenue base of the state.
15. Establishment Of A Dry Port To Increase Employment In The State And Also To Make Oyo State A Commercial Hub Center In Southwest.
Though there had been plans for dry port by past government of the state, we will revive the plan and make it realizable. This, I believe will reduce the over concentration of our people on lagos port. With a dry port, commercial activities through boarders in oke ogun area of Oyo state will improve drastically.
